Prayer Request: | Garrett rejects tougher checks on logging to help protect wild places, including "protecting and restoring, or increasing and improving, ecosystems that will serve us long after humans have left." He cites two examples: a federal law that limits the ability of landowners to "displace the fish and wildlife of public lands and waterways and the marine wildlife of national wildlife refuges," and a proposal by the Interior Department's Bureau of Land Management to establish "protected marine habitats" for endangered species at sea, such as the humpback whale, porpoise, and sea lion. It all comes down to money. The BLM is using money from some $4 billion in revenue in 2015 to fund programs to protect federal lands, including its efforts to protect and restore critical habitats. Some of those programs — such as the endangered marine turtle, the endangered sea turtle, and the endangered wolverine, which are endangered in most parts of the continental United States — also are meant to be protected under the Endangered Species Act. The federal government has also spent $7.8 million on "conservation projects" during the past fiscal year. These included the Pacific Northwest Wilderness Act and Fish and Wildlife Service programs aimed at reining in invasive species on public lands and in protected waters. Fierce resistance Environmentalists also see big budget cuts being proposed for the Environmental Protection Agency, for instance, which is supposed to help protect natural resources. According to the Natural Resources Defense Council, since January of 2011, the EPA has received $9.9 billion in funding from Congress, which is a decline of 17 percent from the same time last year. Some environmental groups are also wary of the EPA's proposed cuts in funding for "toxics-related" programs, such as water pollution and air pollution. While it might not immediately bring about the same level of environmental devastation as other government programs, the EPA's elimination of "toxic air pollution" grants "has a major impact on millions of low-income communities across the country," the NRDC says. The same goes for programs aimed at curbing "climate change," which has, for decades, been a target of environmental activists, including organizations such as 350.org and the Sierra Club. The EPA cut funding for all programs designed to reduce carbon emissions by 28 percent between 2010 and 2015, even though it has been working on reducing carbon emissions since the beginning of the Obama administration, according to the Environmental Integrity Project. But environmental activists point out that cutting these programs could actually help. "These cuts would really benefit communities impacted by climate change," said Jim Bell, co-founder of 350.org.
