Prayer Request: | Major flood levels slowly easing in tully; north of Lochaber as high waters level off Lochaber has been under watch by emergency services following the latest flood scare. Searches are continuing for the three missing girls after the floodwaters rose by at least 20cm in Co Meath overnight. The area has seen many floods in the past 18 months and it is expected to become even safer. RSPCA spokesman John Kelly said: "It may have happened on a few previous occasions, but we've never seen anything like this." One girl was found after it was discovered that she had drowned in a field some four miles downstream from Lochaber. The girl, aged nine, suffered a fractured skull and was flown to a hospital, where her body was found in a field at around 6am. At least 10 people were confirmed killed in the flood. One of the youngest victims is believed to be 12, the other seven are teenagers from the area. Two of the victims were taken to hospital for treatment. Coker said the last remaining herds of 4-pounders in Montana will sell off at the end of October. This is the third year in a row that Montana cattle buyers have decided to halt bull breeding in protest of a bill that would establish a regulated industry for selling livestock. In 2013, cattle buyers and breeders in Montana took a vote to defeat the bill. On April 25, Montana Governor Steve Bullock signed a bill that would allow the state's farmers to apply for Montana SPCA status, which would give them access to thousands of square miles of state land for farming, including most of the state's large cattle states. According to the Montana Association of Big Cattle Breeders, there are a total of 2,300 cattle states in the United States, and 2,068 in Montana. But the Montana SPCA has criticized that definition as being too generous in that it would mean that every state was allowed to have cattle states and not necessarily an abundance of the others. This year, the state will have 3,000 more square miles of state-owned land available for farmers to use, with the only limitation being that only cattle states, as defined by Montana, can apply. "This is our final year of the herd-ruled-in program, so we think it's a big loss for the entire industry," Coker said. "We want to see more control over herd size and timing. What we're asking is, given that Montana doesn't have herd-ruled-in, then in four years, and it won't be in five, how do we have any control over the numbers and duration of bull breeding or herd management?" Coker said while he isn't concerned about the bill being vetoed by Gov. Bullock, it may be his last year as a member of the association and the association's president if Montana doesn't get some sort of oversight of herd-ruled-in laws. He said he believes the cattle industry has enough political clout in Washington to get anything they want through both the Montana House and Senate. According to the Montana Department of Agriculture, there are some 500,000 livestock across the state that were brought in by Montana farmers in 2011, according to state stats.
